Provides & supports functional direction through effective leadership & Quality Improvement pr! inciples to ensure quality patient care & employee satisfaction. Ensures optimal patient care is delivered according to established st&ards of nursing care provided during all phases of nursing process. Collaborates with supervisor, Emergency Physicians, & other departments to develop & implement protocols & procedures. Directs, facilitates, & evaluates orientation of new staff & preceptor program. Develops educational programs for purpose of providing theoretical & technical education & training for E.D. staff, to meet, exceed, or supplement knowledge/skills required for their position. Designs & implements yearly competency evaluations of staff. Ensures programs complement & are consistent with Regional Standards. Fosters self development & desire to participate in staff meetings. Participates in Hospital & Regional committees to improve patient care, contribute to staff development, & promote communication & consistency in practice.
Essential Functions:
- Assists with supervisory duties in absence of supe! rvisor.
- Maintains awareness of budget & expenditures.
- Develops, implements, maintains & evaluates Quality Improvement Program to assure established st&ards of care are met & quality of care is being given.
- Coordinates program with supervisor.
- Provides supervisor with quarterly reports on Quality Improvement projects & staff competencies.
- Assists supervisor in maintaining professionally qualified & technically proficient staff for delivery of patient care on twenty-four hour basis.
- Assists in delegating authority & responsibility to staff based on their competency level & capability.
- Serves as resource person to staff regarding special assignments.
- Provides input to supervisor regarding employee performance & annual competencies in order to assist with yearly evaluations & problem solving.
- Assists supervisor in recruitment, interview, selection, & hiring process.
- Assists with interpreta! tion & implementation of TJC & State & Federal requirements.
- Makes recommendations within department/hospital & assures compliance.
- Contributes input to Supervisor regarding current & future needs of the department (i.e., staffing, resources, & specialty supplies & equipment).
- Submits recommendations & evaluations to supervisor regarding new products to improve patient care & reduce operational costs.
- Foresees potential problem situations & reports to supervisor.
- Intervenes to offset adverse impact on patient care or departmental operations.
- Serves as role model & resource person to staff & other clinical areas regarding issues planning & decision making process.
- Promotes team approach & involves staff in planning & decision making process.
- Fosters commitment, pride, & excellence in staff by promoting positive work environment & encouraging professional advancement.
- Promotes retention of staff.!

- Responsive to staffs! concerns.
- Facilitates resolution of problems working closely with Supervisor.
- Assists in evaluating, monitoring, & rewriting protocols & procedures for department & region.
- Develops inter-departmental st&ards, protocols, & procedures to resolve patient care issues & ensures continuity of patient care.
- Implements orientation program for nursing & non-nursing personnel.
- Assesses staff performance to determine need for extended orientation/training.
- Revises orientation as department, patient & employee population changes.

Basic Qualifications:
- Two (2) years of emergency room clinical experience.
- Bachelor's degree in nursing or RN with three (3) years of nursing management experience.
- Valid Hawaii RN license (must meet education requirement (s) for Hawaii State licensure).
- Certified Advanc! ed Cardiac Life Support (ACLS) by the American Heart Association.
- Current BLS for Health care Provider CPR or CPR/AED for the Professional Rescuer certification.
- Demonstrated knowledge of principles of adult education theory and curriculum development including objectives, program preparation, and evaluation; management and organizational theory, management techniques, and group dynamics; and health care regulation, licensure requirements and risk management principles.
- Demonstrated knowledge of and skill in oral communication, written communication, interpersonal relations, customer service, teamwork, team building, adaptability, change management, group presentations, problem solving, and conflict resolution.
- Two (2) years of experience in program development and training preferred.
- Two (2) years of experience as manager or equivalent leadership role preferred.
- Master's d! egree in nursing, healthcare administration, education or related area ! preferred.
- Certified Emergency Nurse (CEN) by the Emergency Nurses Association (ENA) preferred.
- Certified Trauma Nursing Core Course (TNCC) Provider or Instructor by the Emergency Nurses Association (ENA) preferred.
- Emergency Nursing Pediatric Course (ENPC) Provider or Instructor by the Emergency Nurses Association (ENA) preferred.
