ASST CHF COUNSEL


 

The Legal Division provides legal counsel to the Industrial Commission of Arizona. The primary purpose of the Assistant Chief Counsel position is to provide legal representation and services to the ICA, specifically its members, Director, Deputy Director, and the Commission’s various divisions. The Assistant Chief Counsel also assists in the oversight and supervision of the Legal Division, including supervising legal activities of the Division, and participates in planning, development, and implementing Divisional programs, goals and initiatives. The ICA is seeking a candidate with supervisory experience and strong leadership skills.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
  • Conducts discovery, which includes requesting medical and other records, sending, and answering interrogatories, conducting and/or attending depositions or interviews.
  • Drafts correspondence or otherwise communicates with clients, judges, opposing counsel, witnesses, and the public.
  • Prepares for and attends state-wide pre-hearing conferences, settlement conferences, hearings, trials, mediations, and appeal appearances.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Methods and techniques of managing and supervising a legal division.
  • Arizona administrative practices and procedures and personnel rules and requirements.
  • The purposes, goals, policies, procedures and practices of the Commission and the Legal Division.
  • Legal research methods, legal principles, and their application.
  • Arizona law and applicable Federal law as it relates to workers' compensation, OSHA, labor/employment, administrative practice and procedures, appellate practice and procedure, superior court practice and procedure, rulemaking and other regulatory requirements affecting state agencies, contracting and procurement, open meetings, public records, insurance, collection practices and procedures, and bankruptcy/receivership/liquidation.
  • Medical terminology, medical diagnoses, and treatment.
  • Construction terminology and construction methods.
  • Ethical standards applicable to lawyers and public employees.

Skills in:
  • Management, supervision of others, leadership, and teamwork.
  • Legal research and legal writing.
  • Persuasive oral communication and negotiation.
  • Clear and concise written and oral advocacy.
  • Critical and logical analysis, including skill in analyzing complex legal problems and applying legal principles and precedents to a particular set of facts.

Selective Preference(s):

Minimum 5 years of experience in areas of law related to that described herein.

Pre-Employment Requirements:

Graduate of an American Bar Association accredited college of law; Active member (in good standing) of the State Bar of Arizona.

Retirement:

You will be eligible to participate in the state employee health/disability insurance plan, and you are required to participate in the Arizona State Retirement System (ASRS). ASRS participation may begin immediately or upon your 27th week of employment. Contributions are matched by the employer.
