Provides administrative and financial accountability for planning, directing, staffing, coordinating, and controlling functions ! and activities of all areas of Specialty Nursing which include Critical Care, Cardiac Cath Lab, Cardiac Testing, Respiratory Therapy, Labor and Delivery, Mother Baby, Pediatrics and NICU. Coordinates and directs activities between and within various substructures of organization to accomplish departmental and organizational goals. Supervises assigned staff.

Essential Functions:

  • Establishes and oversees on going program for staff development, education, training, orientation and in-service needs.
  • Develops programs, content, and criteria to be used to educate and train staff to work in the Specialty Nursing units.
  • Advises and directs activities of Coordinators/Supervisors/Managers who are responsible for daily activities in each department or specialty area.
  • Designs patient care delivery system.
  • Initiates and participates in research methods to improve nursing and administrative practice.
  • Analyzes, plan! s, and makes recommendations for future departmental planning ! needs, regarding physical expansion, renovation and or expansion of services provided.
  • Develops and implements operating and capital budget including personnel, supplies, equipment and capital expenditures.
  • Evaluates their current level of effectiveness.
  • Promotes organizational goals and establishes standards of practice, goals and objectives for departments.
  • Develops and implements policies and procedures to reflect same for each specific unit.
  • Directs and develops programs for all units in Specialty Nursing.
  • Collaborates with risk management, nursing, and hospital administration to monitor and report pertinent patient care information.
  • Develops organizational structure for assigning responsibility and delegating authority.
  • Monitors and evaluates proctoring and credentialing process for physicians and provides input to department chiefs regarding practice.
  • Interprets and implements all hospita! l policies, TJC, DOH, OSHA, state and federal legislative requirements and recommendations.
  • Assures departmental compliance.
  • Controls and monitors inventories.
  • Develops inventory control program.
  • Collaborates with vendors to screen and evaluate products.
  • Establishes and provides for patient billing and cost analysis program.
  • Assures prices are updated and monitors charging process.
  • Coordinates billing activities with materials and accounting departments.
  • Develops, oversees, and monitors departmental Quality Assurance Program.
  • Coordinates Quality activities with other departments to assure problem identification and resolution.
  • Evaluates, formulates, and regulates activities and policies for maintaining accepted standards for sterilization and infection control.
  • Establishes scheduling practices.
  • Coordinates scheduling activities with Hospital Operations.
  • Serve! s as resource and participates as member on related committees and task! forces.
  • Monitors and assists in developing standards of performance for support departments.
  • Coordinates bargaining and union related activities with personnel department and associated union representatives.
  • Establishes programs for employee recruitment and retention.
  • Formulates and defines functions/qualifications of staff by developing performance standards, job description, and peer evaluation process.
  • Develops environmental control, safety, fire, and disaster programs for department within Region's policies and procedures.
  • Maintains current knowledge of changes in health care legislation, nursing practice, management techniques, technology and community practice.
  • Represents region and surgical services at department, hospital and community events.
  • Educates community to services provided and promotes sharing of resources.
  • May perform patient care to the extent necessary to maintain clinica! l expertise, competency and licensing necessary to fulfill job responsibilities and to direct the provision of care on the unit.
  • Provides direct patient care on an as needed basis.
  • Provides services that are within scope of license and in compliance with all legal, regulatory, and policy requirements relevant to clinical role performed.
  • Incorporates the KP Nursing Vision, Model and Values through out their Nursing Practice.
  • Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.
  • Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
Qualifications

Basic Qualifications:
•

Eight (8) years of related nursing experience.

  • Three (3) years of managerial experience in a major medical center O.R. or a related area.
  • Master's degree in nursing, public Health, or business administrati! on or a RN license with six (6) years of nursing management experience.!
  • Valid Hawaii RN license (must meet education requirement(s) for Hawaii State licensure).
  • Current BLS for Healthcare Provider CPR or CPR/AED for the Professional Rescuer certification.
  • Demonstrated knowledge of and skill in decision making conflict resolution, change management, influence, oral communication, written communication, problem solving, quality management and team building.
Preferred Qualifications:
  • Demonstrated knowledge of and skill in word processing and spreadsheet PC applications preferred.
  • Knowledge of Kaiser organization or HMO preferred.
